The main goal of the project is to initiate and advocate for development of risk-based, strategic security agenda for Bulgaria till 2020-2025 through the following specific objectives:

• Assess the specific risks and combined weight and reinforcement of major risk factors and processes.
• Create policy mechanisms for reducing major societal risks for Bulgaria’s medium-term future.
• Develop long-term security concept relating to a broad-based understanding of societal risks.
• Raise public sensitivity about the role of risk factor management as a governance task and responsibility.
• Refocus partly the future activities of a number of NGOs dealing with policy issues.
