Project Description	The goal of the project is to harmonize the provisions of the Romanian laws/rules regulating the leading of an individual to the police/gendarmerie precinct with the definition of the UN Optional Protocol to the Convention Against Torture (OPCAT) (art. 4 par. 2) of “deprivation of individual freedom”. The project’s objectives are: to document the Romanian juridical norms and practices related to the attributions of the law enforcement officers with regard to the deprivation of individual freedom; to propose legal amendments to the Romanian relevant laws in order to eliminate arbitrary deprivation of freedom such as the leading of an individual to the police/gendarmerie precinct; to advocate the legal amendments with public stakeholders; to build a constituency aimed at supporting the proposed changes among criminal law professionals, the civil society and the media.
