·         Increase capacity of selected local NGOs to advice the local governments in the implementation of new norms and procedures for community involvement in urban planning and land development, and to monitor the implementation of these norms.

·         Improve capacity of the selected local communities to involve citizens in the urban and land use planning.

·         Increase accountability of the pilot municipalities in the matter and raise capacity to develop and approve urban plans according to community needs, preferences and suggestions.
