The goal of the project is to decrease the politically biased allocations for funding local and county levels.

Its objectives are:

• To develop a set of tools and tracking indicators to detect clientelization and using these instruments to identify, document and present the budgetary allocations between different levels of government aggregated in an easy-to-understand format;
• To increase the “public image” costs for political parties that deviate from the rules explicitly mentioned by the law by bringing the issue of clientelist allocations on the public agenda, using the window of opportunity opened by elections and external conditions imposed by EU and IMF.
