| Project Description | The project aims at: • developing a transparent disability policy process by involving different cross-disability organizations, which deal with disabilities from human rights perspective; • having better representation of the disabled peoples’ interests in the policy process; • ensuring equal access of all disability organizations to public funds on the basis of a transparent and fair competitive process. The project objectives are: 1. To review and expose the way that the National Council on Integration of Disabled People (NCIDP) works; 2. To build a case for the authorized institutions – MPs, President’s Office and the National Ombudsman – to appeal the provisions of the Law on Integration of Disabled People, which allow for unequal treatment of the disability NGOs in front of the Constitutional Court; 3. To research representation models in other countries – EU Member States and develop a set of indicators for a successful disability policy process; 4. To increase public awareness on the handicaps of the disability representation in the Bulgarian policy process; 5. To suggest a fair and transparent mechanism for public funding of disability organizations on a competitive basis. |
