The project objectives are: • to create a community based watchdog group that will monitor the funds allocation mechanism of the national research bodies as a grass-root model; • to analyze the mechanism of allocating public money to higher education institutions and make recommendations for the implementation of a less discretionary mechanism; • to develop an accountability channel by means of an Education Ombudsman based in the civil society coalition who would engage the authorities and support claimants. |
