‘Abracadabra … was the incantation used to remind the Kabbalists of the power of their speech. Abra comes from the Aramaic verb bra meaning to create. Ca translated to "as". Dabra is the first person of the verb daber, "to speak". In other words, abracadabra literally means "I create as I speak". Magic!’
HUNGARY: NEW THINKING WITHIN OLD STRUCTURES
The government of Hungary is proposing to set up a National Civil Fund that will finance NGOs’ core operational costs – and they would like a legitimate representative of Hungarian civil society to be available to sign a contract on behalf of the sector. Should NGOs set up an umbrella body to perform this role, or would this be just another example of a dependent civil society dancing to the government’s tune?
INTERNATIONAL POLICY FELLOWSHIPS 2004
The Central European University Center for Policy Studies (CPS) is calling for proposals for its year 2004 International Policy Fellowships (IPF) program, which is affiliated with the CPS and the Open Society Institute-Budapest. Broadly speaking, an open society is characterized by a reliance on the rule of law, the existence of a democratically elected government, a diverse and vigorous civil society, and respect for minorities and minority opinions. Launched in late 1999, the CPS works with a broadening circle of policy analysts and institutions to promote the development of policy center networks throughout Central and Eastern Europe, the former Soviet Union, and Mongolia, as well as countries in South and Southeast Asia, the Middle East, and North Africa. The Center undertakes policy research and advocacy that furthers the open society mission and disseminates quality analyses in accessible formats.
HOW CAN NGOS BE FUNDED IN POST-DONOR ENVIRONMENTS?: LGI POLICY FELLOWSHIP 2004
Each year LGI selects talented professionals to participate in its one-year multinational fellowship program. Fellows work in small teams under the guidance of a well-respected mentor to produce analytical studies on a given topic. The mentors help build the capacity of the LGI policy analysts and experts. The studies, which are published by LGI, present policy options and alternatives and are geared towards the policy-making community in fellows’ respective countries. Once the studies have been published, LGI determines the steps it can take to support the proposed recommendations.
SUMMER ACADEMY ON PHILANTHROPY 2003 (26-29 AUGUST 2003, BOLOGNA)
The workshop is open to program officers in foundations and presents tools for strategic program management in a mixture of lectures, collegial discussions and group exercises. The workshop is organized by the International Network on Strategic Philanthropy (INSP) in partnership with the European Foundation Centre (EFC) and in co-operation with the Master in International Studies in Philanthropy (MISP) at the University of Bologna.

2ND TRUST PARTNERS MEETING IN LIBEREC
Trust for Civil Society in Central & Eastern Europe organized the 2nd Annual Trust Partners Meeting held on 28 – 29 May 2003 in Liberec, Czech Republic. The event was attended by representatives of the Trust Partner Organisations from the Czech Republic, Poland and Slovakia, Trust grantees from Hungary and Slovenia, as well as guests from international donor organisations that have been involved in Central and Eastern Europe. The goal of the meeting was to serve as a networking event to facilitate exchange of experience among the Trust Partner Organizations, as well as to provide first-hand information about the Trust programs and their implementation to international grant-makers.
