The main aim of the initiative is to carry out context and policy analysis in order to develop comprehensive recommendations regarding the implications of the increased public outsourcing of public service delivery responsibilities to CSOs in Romania, with potential relevance for other new EU member states.

The main specific objectives are: To assess the nature of public and civil society sector engagement when public funding is a dominant source for CSO activities (e.g. agenda and priority setting, delivery mechanisms, terms of contracting and control, quality assurance, etc.); To collect systematic information how public funding of CSO activities changes the definition and operations of CSOs (e.g. organization of internal governance, identification of objectives and priorities, definition of beneficiary group(s), assessment of results, etc.); To undertake policy advocacy for reform of public service delivery regulation(s) for the 2014-2020 development planning period; To inform the first and second interim evaluation of the 2007-2013 full cycle of the multiannual financial framework in the Romanian national context.
